  I have an 11 GB VPS with Windows on it, and it’s running perfectly. I 100% recommend this hosting, because of it’s pricing and support. I give $8.25 a month for an 11 GB VPS.   Heroku has a free / hobbiest tier that could work. Personally I'd go for Digital Ocean or Linode, I know with linode you can find discount codes online, and you can spin up a pretty decent VPS on the cheap. I run a number of their $5 instances.
