Do you have all the text done that would go on the site? You can create it yourself with simple drag and drop tools and have it up within hours on a self hosted service. A tool I’d recommend is Mobirise (https://mobirise.com/). Source: about 2 years ago
I found something called Mobirise which seems to tick all my boxes. It definitely runs offline (it's a Windows executable and I disabled wi-fi to confirm) and exports my site locally as HTML as well as publishing direct to my domain, so that's good.
