• Best 'thing' in which to design a self-hosted website?

  I tried https://mobirise.com and the results look great (things like video backgrounds with overlays etc), but you have to pay through the nose to actually use most of it and I only want to play around. Source: almost 2 years ago

  I found something called Mobirise which seems to tick all my boxes. It definitely runs offline (it's a Windows executable and I disabled wi-fi to confirm) and exports my site locally as HTML as well as publishing direct to my domain, so that's good.
