I don't know a place close like soundcloud there. There is newgrounds.com and it has audio portal which is good enough. The site itself is oriented to cartoons and browser games. I started by finding out animation could be done in your own home if you had a computer and Macromedia Flash 5. I downloaded the trial and started drawing in it with a mouse. For a midwestern kid growing up in the woods, this was mind-blowing.
