I had to do this for a job a few years ago. I created a sandbox version of the site on pantheon.io and removed all editing permissions. On additional discovery that they only needed the static content, I created a static site using SiteSucker (mac app store). They were able to put this folder on their local machine to access anytime. I am considering my options for hosting a headless Drupal instance. Unfortunately, I am not, by all means, expert in Drupal. Https://kinsta.com/features/ could be a consideration, or https://pantheon.io/. Both are more serious than your average managed WP hosting, though both likely do still focus more on performance than security. But those would be two of my top recommendations in your situation. If I were in your position, I would find a Wordpress hosting company that lets you have free “sandbox” sites (basically, you can’t set up your official domain or have search engines index the site until you start paying them, but you can visit the site and make sure that everything works in that new environment before terminating your relationship with the original dev). Https://pantheon.io/ has WordPress plans with dev/staging/prod sites integrated with git. I would highly recommend trying their system out rather than trying to figure out how to make WP cooperate on your own. Don't try to use WP for anything involving a lot of programming. Or you can do like https://pantheon.io/ does with their multitenancy, and give every tenant prefixed subdomains at a single level, which works with a single global wildcard cert, e.g. *.company.com, and tenants get tenant.company.com and api-tenant.company.com.
