They have a $3.50/mo VPS in NYC, and even a $15/yr offering, though it doesn't have as much bandwidth as you're looking for. And they have lots of options to scale up based on your needs. If cost is your main concern and all you want is to host from home with minimal engagement with infrastructure, the cheapest reputable VPS I can think of offhand that would work as a VPN host is probably from ramnode - they do an openvz 192mib ram single core box for $15/year, never mind per month. They are literally just Linux. Personally I used Ramnode but DigitalOcean is also popular. They each have tutorials which basically create the basic installation for you, then they give you root and you have to take over. Source: over 3 years ago
