Fair fair. Most of the services have export functions to take your code offline, not sure if Softr does. But anycase, if you don't want to use a no-code web-based builder, then you can try something like Bootstrap Studio to build with Bootstrap CSS. It took me a bit of searching, but it's nice to know that there are desktop browsers that are not based on Chromium or Gecko, i.e. Webkit [1].
