Very much agree, most projects I work on these days have components in multiple repositories and trying to coordinate work among them is challenging. We use Github Issues as a source of truth but have resorted to using third-party software on top of them to help get a bigger-picture view. This won't really work in your head so you will need to use some tools, I used to do this on paper, then in a text file where you can indent tasks to show they are a subtask of a bigger task, and finally I started using Tatask (Full disclosure I built it).
