They learn through an online program such as edmentum.com. Most school districts find something cheap (and boring). Most students can't make good progress unless their parents, or the teacher, guides them through it step by step. My local district has an online program that the other teachers used. Maybe try Bitsbox? It teaches Javascript by making games. They can share the games with their friends, and it also leaves a lot of room for them to modify the games using what they learned. It teaches a lot of programming skills that are useful later. There is also Google's CS First, that's free and has a lot of different projects.
