Regrid or similar services often have trials of their parcel data. Note that GPS generated parcel bounds are often inaccurate, and should not be relied upon. Use GPS to get close. In the US this tends to be done at the city or county level, as far as I know. In my state each city has their own land parcel database that they make available. There is also groupings of courses were you can get a business certificate. Also check out udemy.com. Wait for the specials for $10-15. Pick a language you followed and liked at Uni, check there is decent job demand for it, and do a udemy.com course on it (great value, great content, very cheap).
