I'm still happy with Apple Notes for its integration with all of Apple Apps, easy sharing with family members, etc. I have tamed it more as an ephemeral and quick Notes App. The notes that starts there are usually transferred to a more permanent and organized Plain-Text setup[1] (currently guardian-ed by Obsidian). I see. The short answer is no. Windows does not have that functionality. You can use a third party app, either Dual Monitor Tools (http://dualmonitortool.sourceforge.net/) or the Cursor Lock app (https://www.snakebytestudios.com/projects/apps/cursor-lock/).
