There are service like this one. https://saucelabs.com/ is one. There used to be browser plugins to simulate a different browser. But as we found out over time: simulates devices aren't true to the real thing, so often you'll just simply run into problems in the simulated device ce that don't occur on the real device, or vice versa. To start with, a really simple way of creating an avatar and animating it, is to create the model in readyplayer.me (I'm not affiliated, I've just used it for this exact purpose). The avatar is exported as a .glb model, which you can then import into Blender and export as a .fbx file. The .fbx file can then be animated using Adobe's Mixamo.
