There are a ton of institutions like museums and colleges that are scanning and uploading chunks of their collections and you can find a ton of incredible stuff that's available to download. I think that it really depends on what the PWA is trying to do and its purpose. I think the Twitter, Instagram, and Starbucks apps are both good examples of what can be done.
