The next closest I have found is Updrafts.app, which is a simple, lightweight, web-based page assembler. BUT it is yet another monthly subscription, unless you are willing to part with $250 for a lifetime license which is INSANE for nothing more than a glorified online block-builder!! There are service like this one. https://saucelabs.com/ is one. There used to be browser plugins to simulate a different browser. But as we found out over time: simulates devices aren't true to the real thing, so often you'll just simply run into problems in the simulated device ce that don't occur on the real device, or vice versa.
