It'll take a bit of legwork to figure out, but Neocities is unironically the best bet for making a free, completely customizable website. It has an HTML editor built into it, and with that you have a lot more freedom to input secret messages through the website, make logins for pages, and stuff like that. For those who aren't familiar with it, Neocities is a site for making old-school websites that you write from hand with HTML, CSS, and Javascript. It has a much steeper learning curve than making a Carrd, but you have an incredible amount of freedom. (Personally, we couldn't go back to Carrd after using it!). Source: 12 months ago

Ignore modern formatting advice, use tables to manage page layout, use hr to split sections, don't use any javascript or modern css toolkits. Check out the page source for some peoples' sites on neocities as a lot of people there tend to go with that revival aesthetic, which is awesome. Source: about 1 year ago
